Waste Treatment Contracts for Dry Recycling and Organic Waste

Westminster City Council (WCC) is seeking expressions of interest for two waste treatment contracts: Lot 1 – Treatment of Dry Recycling (estimated max 55kt/annum, total value up to £32m exc. VAT over 5 years) and Lot 2 – Treatment of Organic Waste (estimated max 15kt/annum, total value up to £2.46m exc. VAT over 5 years). Contracts start April 2027 for an initial 3-year term with a possible 2-year extension. This is a pre-market engagement notice; responding does not confer advantage in future procurement. Suppliers must email interest by 31 July 2026, detailing innovation and value for money.
