Bury Council seeks market views on recommissioning SEND Short Breaks services.
Bury Council is conducting preliminary market engagement (PME) for the recommissioning of its SEND Short Breaks service. The PME aims to gather market intelligence from a wide range of providers, including current providers, VCSE organisations, faith-based groups, youth and activity providers, specialist care and overnight providers, Ofsted-registered children's homes, personal assistants, and micro-providers across the six townships of Bury. The Council seeks views on unbundling the current anchor-provider lot into a sub-lotted structure by service type and township, an open refreshable provider list/framework model, market capacity for specialist/complex, targeted, and universal short breaks, conditions of participation including Ofsted and CQC 'Good' minimum ratings, a Mid-Tier Contract form with zero guaranteed volume, and a Direct Payments/Personal Assistant route. This is pre-market engagement, not a formal tender.
