Universal College of Learning (UCOL) is procuring a modern, cloud-based Human Resources Information System (HRIS) with an integrated payroll solution to replace its current on-premise payroll system and fragmented HR processes. The system must support the full employee lifecycle, improve compliance, auditability, reporting, workforce planning, user experience, and digital resilience. The contract serves a distributed workforce of approximately 300–600 employees. Suppliers must have strong NZ payroll capability, proven public-sector delivery experience, and readiness for the upcoming Employment Leave Bill.
