Buckinghamshire Council is conducting a Preliminary Market Engagement (PME) exercise to inform the procurement of two complementary Highways Framework Contracts. Framework 1 covers highways works including surveys, minor civil engineering, traffic signs, drainage, bridges, road surfacing, and pavement rehabilitation. Framework 2 covers professional services such as project management, design, environmental consultancy, flood risk, and sustainability services. The Council seeks feedback from suppliers to shape the procurement strategy, framework structure, and contract requirements. The PME aims to understand supplier capability, market capacity, and innovation opportunities for delivering the Council's highways and infrastructure programmes.
