Portsmouth City Council seeks a suitably qualified and experienced operator for the Spinnaker Tower, a prominent waterfront landmark in Gunwharf Quays. The contract is a long-term, mutually incentivised concession partnership with a 25-year lease and concession arrangement. The primary function must remain a public viewing tower with specified opening hours. The successful supplier will commence operations from 11th October 2026, following the expiry of the current incumbent's lease. The procurement follows a competitive flexible procedure under the Procurement Act 2023.
