Blackpool Borough Council seeks to establish an open framework for transport services using vehicles with up to 8 passenger seats. The service involves transporting children, young people, and adults, many with Special Educational Needs (SEN), along with passenger assistants, to and from establishments in Blackpool and beyond. Lot 1 operates during school term time (approx. 39 weeks/year) with specific morning and afternoon hours, while Lots 2 and 3 may operate at any time. Routes for Lot 1 are allocated via mini-competition, while Lots 2 and 3 are arranged on demand. Providers must be able to handle SEN passengers and provide passenger assistants.
