The London Borough of Hillingdon is establishing a 4-year framework agreement for building and construction consultancy services, divided into 10 lots covering multi-disciplinary services, architectural design, M&E, building surveying, structural engineering, quantity surveying, environmental/sustainability advisory, employer's agent, CDM principal designer, and Building Safety Act principal designer. The framework is open to nationwide public bodies via access agreements. The procurement uses a competitive flexible procedure with two stages: Stage 1 (selection) is 100% quality, shortlisting top 10 per lot; Stage 2 (ITT) is 70% quality and 30% price, awarding up to 6 suppliers per lot. Project values range from £0 to over £20M, with price bands A-G; bidders must submit rates for all bands within their lots. A 1.5% rebate applies to all call-off contracts.
