DfE seeks expert advisers for children's social care reform.
The Department for Education is establishing a pool of Children's Social Care Expert Advisers (EAs) under Lot 14 of the ECSC Dynamic Framework to replace Commissioners and Advisers. EAs will work with failing local authorities to conduct diagnostics, broker improvement teams, and oversee improvement plans, driving reforms such as the Enduring Relationships Strategy and Families First Partnership Programme. The role requires holding Secretary of State powers to direct and collaborating with a Lead EA. The framework is established under PCR2015, and the initial diagnostic phase is approximately 40 days. Bidders must be experienced sector experts capable of system leadership and robust challenge.
