NHS England is conducting pre-procurement market engagement for a National Discovery Service to provide a unified search and access platform for health and care staff and learners. The service must include a discovery layer for seamless access to trusted knowledge resources, holdings management for nationally and locally purchased content, and link enhancement for direct full-text access and library resource sharing under the NHS Copyright Licence Plus. The contract(s) are expected to start on 1 April 2027, run for 3 years with optional extensions, and require supplier collaboration for an integrated user experience. Systems must integrate with NHS OpenAthens, regional Koha library management systems, research repositories, and diverse content suppliers.
