Oxfordshire County Council is procuring a Homecare Framework for delivery of Homecare, Discharge to Assess (D2A), and Reablement services across Oxfordshire. The county is divided into five operational Zones with a two-tier provider model. The procurement uses a Competitive Flexible Procedure under the Procurement Act 2023, with a two-stage process: Stage 1 (ITP) for eligibility, Stage 2 (ITT) for full tender. The framework will operate for up to eight years. Providers must demonstrate capability to deliver homecare services in a multi-zone, tiered model.
