Cambridge City Council is procuring a replacement contract for energy efficiency and planned maintenance works for council homes, covering PAS 2035 services (retrofit assessment, design, coordination, evaluation), insulation (external, internal, cavity), renewable energy installations, low carbon heating (air source heat pumps), replacement doors/windows, ventilation, roofing, structural works, asbestos removal, and associated landscaping. The contract is valued at £12-15 million for the initial 3-year term (2026-2029), with an option to extend up to 5 years (total up to £25 million). Bidders must demonstrate capability in PAS 2035 compliance and experience with social housing retrofit. The procurement uses a Competitive Flexible Procedure with 70% quality and 30% price weighting; up to 4 candidates will be shortlisted. A supplier event is scheduled for 23 July 2025.
