Assess carbon market opportunities and build capacity in the Philippines.
The UK PACT programme seeks a qualified supplier or consortium to conduct an economy-wide assessment of carbon market opportunities and provide institutional capacity strengthening support for the Climate Change Commission (CCC) in the Philippines. The assessment will cover indicative mitigation and revenue potential across priority sectors, sector prioritization, and development of a preliminary pipeline of carbon market opportunities, including potential participation under Article 6 of the Paris Agreement. The supplier will also deliver targeted technical assistance and capacity-building to enhance the CCC's ability to oversee and coordinate carbon market development. This assignment builds on previous UK PACT support, including the Philippine Emissions Pathway Calculator. The contract is issued by Palladium International Limited on behalf of UK PACT.
