The Ministry of Justice, through HM Courts and Tribunals Service (HMCTS), is conducting market engagement for its Enforcement Improvement Programme. The programme aims to improve the collection and enforcement of criminal financial penalties (fines, costs, victim surcharge, compensation) by streamlining data and processes. HMCTS seeks information on market capabilities for data matching, entity resolution, account linking, tracing, segmentation, workflow decision support, and enforcement intelligence. This RFI is for information gathering only, not a procurement commitment. Responses will inform future delivery options and business case development.
