The U.S. Fish and Wildlife Service (USFWS) intends to award a sole source contract to the University of Maryland for the operation of the Bird Banding Laboratory (BBL) and the North American Bird Banding Program. The contractor will manage bird banding data, issue permits, and provide technical support. This is a follow-on to an existing contract, and the University of Maryland is uniquely qualified due to its long-standing role as the sole operator of the BBL. The period of performance is anticipated to be a base year plus four option years. No other source is capable of meeting the requirement without substantial duplication of costs.
