Eastleigh Borough Council is procuring design, supply, and installation of a ground source heating and cooling network for 192 residential units (50/50 houses and apartments). The tender includes two options: a design-and-build model where the council owns the network, and an asset-owned model with monthly access charges. The winning tenderer will supply heat pumps and hot water tanks for all dwellings, install boreholes and pipework, and commission the system. Pricing must include per-dwelling monthly access charges covering maintenance of heat pumps, tanks, and the wider network. A pre-market engagement notice is expected soon.
